new alk.layer.RoadSurfaceTileLayer(opt_options)
This constructor creates an ALK Layer that displays road surface tiles which is meant to be placed over a base map layer.
It uses a alk.source.RoadSurfaceTileSource source that is
specific to the ALK RoadSurface Tile Service.
